Folgekosten der Flächeninanspruchnahme

Bevölkerungsrückgang und demografischer Wandel stellen auch in Sachsen viele Gemeinden vor die Aufgabe, ihre Siedlungsstrukturen anzupassen. In diesem Zusammenhang wird die wirtschaftliche Tragfähigkeit technischer und sozialer Infrastrukturen immer wichtiger.

Bevölkerungsrückgang und demografischer Wandel stellen auch in Sachsen viele Gemeinden vor die Aufgabe, ihre Siedlungsstrukturen anzupassen. In diesem Zusammenhang wird die wirtschaftliche Tragfähigkeit technischer und sozialer Infrastrukturen immer wichtiger. Vor diesem Hintergrund hatte das Sächsische Landesamt für Umwelt, Landwirtschaft und Geologie (LfULG) die Projektgruppe Stadt + Entwicklung in Kooperation mit dem Difu und dem Planungsbüro Gertz Gutsche Rümenapp Stadtentwicklung und Mobilität beauftragt, einen Folgekostenrechner für die Kommunen im Freistaat zu erarbeiten und zu erproben. Die sächsischen Gemeinden sollen das Tool einsetzen, um  mittel- und langfristige Folgekosten insbesondere für technische Infrastrukturen zu bewerten. Daher können mit dem Rechner neben Kosten von Neubauvorhaben im Bereich Wohnen auch Kostenaspekte des Um- und Rückbaus im Siedlungsbestand abgebildet werden. Das für den Freistaat Sachsen entwickelte Tool ermöglicht die Abbildung von Folgekosten beim Neubau von Wohnungen, beim Rückbau früherer Nutzungen und bei Veränderungen im Bestand von vorhandenen Siedlungen. Das Vorhaben wurde im November 2014 abgeschlossen. Der FolgekostenSchätzer 5.0 ist seit Oktober 2015 als Entscheidungshilfe für eine nachhaltige Flächennutzung für die Kommunen des Freistaats Sachsen online verfügbar.


Consequential cost calculator for settlement development in the Free State of Saxony

Many municipalities in Saxony are facing the task of having to adapt settlement structures due to population shrinkage and demographic change. The economic viability of technical and social infrastructures is gaining increasing importance as a result. Against this backdrop, the Saxony State Office for the Environment, Agriculture and Geology commissioned the project group Stadt + Entwicklung in cooperation with Difu and the planning office Gertz Gutsche Rümenapp Stadtentwicklung und Mobilität with developing and testing a consequential cost calculator for local governments in the Free State of Saxony. Municipalities in Saxony are to use the tool to analyse the medium- and long-term consequential costs specifically for technical infrastructures. The calculator can be used to show the costs of new housing construction projects as well as cost aspects of conversion and dismantling measures in existing settlement areas. The tool was developed specifically for Saxony and shows the consequential costs of constructing new housing, dismantling operations and making changes in existing settlements. The project was completed in November 2014. The calculator, called FolgekostenSchätzer 5.0, went online in October 2016. It represents a decision-making aid when it comes to sustainable land use for local governments in the Free State of Saxony.
